Minimizing Leachate Generation Using Windefender and Duraskrim

The Rolling Hills Landfill is undergoing a vertical expansion project that will extend the life the of landfill by nearly 17 years at current disposal rates.  In August 2021, DCSWA received approval to begin construction of the Southern Area Expansion. The first phase included a 1,400 linear foot access road and 14-acre disposal cell.  Construction of the access road was completed in December 2021 with final PADEP certification for the Phase 1 disposal cell in December 2022. 

Due to the large size of the cell, and limited options for reducing the cell size while providing sufficient airspace for operations, BAI Group evaluated options to find ways to minimize leachate generation while providing the Landfill with operational flexibility. Based on the options and subsequent bid prices, DCSWA elected to install a 4-acre rain cover comprised of a 12 mil Duraskrim liner with Wind Defender to reduce leachate generation, provide UV protective for the underlying geotextile, and offer the Authority options to remove portions of the cover as waste filling dictated while still being able to divert stormwater.

BAI Group, DCSWA, Wind Defender, and Chenango Contracting Inc. personnel will provide an overview of the project, Wind Defender and Duraskrim products, and installation. Orientation will be at the landfill administration office followed by a vehicle tour of Southern Area Expansion.

Tour participants must wear a safety vest and closed-toe shoes. A networking lunch will be provided after the tour.
